中共中央十四届六中全会通过的《中共中央关于加强社会主义精神文明建设若干重要问题的决议》中特别指出,精神文明要坚持重在建设的方针。如何理解这一方针的深刻内涵,如何在精神文明建设中把握这一方针,如何在精神文明建设的具体工作中体现这一方针等一系列的问题也随之提到研究日程上来、本文拟就上述问题作一论述。 一、重在建设的深刻内涵就是:把建设精神文明作为工作的出发点和落脚点,以立为本,持之以恒,务求实效。
The “Resolution of the Central Committee of the Communist Party of China on Several Important Issues concerning the Strengthening of the Construction of Socialist Spiritual Civilization” passed by the 6th Plenary Session of the 14th Central Committee of the Communist Party of China made it clear that spiritual civilization should adhere to the principle of focusing on construction. How to understand the profound connotation of this guideline, how to grasp this guideline in the construction of spiritual civilization and how to embody this guideline in the concrete work of building spiritual civilization are also mentioned in the research agenda. The above issues are discussed. First, focusing on the profound connotation of construction is: the construction of spiritual civilization as the starting point and the foothold of the work, based, based on perseverance, pragmatic.
