日俄战争后,日本取代俄国侵占大连,开始了对大连地区长达40年的殖民统治。这一时期,日本帝国主义对大连的文化统治也更加严密,一方面把文化置于军事管制之下,设立文化管制机构,限制大连人民的言论、出版自由,另一方面,又以“开发文化”为幌子,广设文化侵略机关,出版相关的报刊杂志以及组织相关的文化机构,大力推行殖民文化和奴化教育,使大连地区成为推行日本殖民文化的前沿阵地。
