英国中世纪的城市自治与宪政成长密切相关。英国城市的特许状是具有宪法精神的文件,是近代资本主义宪政制度的起源。英国的城市法初步具备了近现代法律制度的雏形和基本精神。英国的城市自治制度具有宪政性质、宪政特征与宪政意义,对我国城市的社区自治制度与宪政建设有所启示。
The medieval autonomy of England was closely related to the growth of constitutional government. The charter of British cities is a constitutional document and the origin of the constitutional system of modern capitalism. The urban law in the United Kingdom initially possessed the prototype and basic spirit of the modern legal system. The autonomic system of the United Kingdom has constitutional nature, constitutional characteristics and constitutional significance, and enlightenment to the autonomy system and constitutional construction of our country’s cities.
