杨庄滞洪工程是国家计委批准的“八五”治淮重点工程之一。工程自1922年11月18日开工建设,1996年4月18-21日通过了由省水利厅主持的竣工初步验收,1998年12月通过竣工验收。验收会上,与会的领导和专家对工程的工期、质量、投资三项指标控制的完成给予了高度评价,特别是对工程的质量控制尤为满意,质量等级评定为优良。至今各项功能运用良好,发挥了巨大的工程效益和社会效益。该工程得以优质保量顺利进展,主要得益于质量监督检查机制的建立、健全和高效运作(当时该工程还没有实行监理制)。
Yangzhuang flood retention project is approved by the State Planning Commission “eight five ” one of the key projects of governance. Construction started on November 18, 1922, April 18-21, 1996 adopted by the Provincial Water Resources Department, the completion of the preliminary acceptance, in December 1998 by the completion of acceptance. At the inspection and acceptance meeting, the leaders and experts attending the meeting spoke highly of the completion of the control over the construction period, quality and investment of the project, especially the quality control of the project, and the quality level was rated as excellent. So far the use of various functions, has played a huge engineering and social benefits. The smooth progress of the project with excellent quality and quantity, mainly due to the establishment of quality supervision and inspection mechanism, sound and efficient operation (when the project has not yet implemented supervision system).
