为适应我国加入世贸组织的需要,发挥港口在国民经济和对外贸易中的重要作用,旨在促使政府主管部门进一步转变职能,加强港口行业行政管理,引导港口企业按照建立现代企业制度的要求自主经营、走向市场的新一轮港口体制改革在全国各港轰轰烈烈地展开。事关整个港口体制改革大局的理货体制改革成为航运界关注的一个焦点。由一家理货公司垄断经营的现存理货业格局终于随着第二家理货公司的成立而被打破。这是政府部门关于适度引进竞争机制,提高理货服务质量,改革理贷行业体制的政策实践,同时也是市场力量的回归。
