一九五六年四月十六日,国务院发布《关于加强国家档案工作的决定》,至今已经二十四年了。这个决定和党中央《关于统一管理党、政档案工作的通知》,都是敬爱的周总理亲自主持制定的,是全国档案工作的基本文件。当年,《人民日报》公布了这个决定,并且发表社论指出:它“是改善我国国家机关工作的一个有重大历史意义的文件,也是为我国科学研究工作的开展准备条件的一项重要措施。”二十多年来,我们贯彻执行这个决定,建立了全国规模的档案工作,在林彪、“四人帮”横行时又同他们极左路线的干扰破坏进行了长期的斗争。党的十一届三中全会以来,中央和国务院一再重申了这个决定。实践证明,这个文件是科学的、正确的,它透过历史的风云,愈益显示了重要意义,放射出不可磨灭的光辉。今天,它仍旧是我们拨乱反正、恢复和发展档案事业的一个纲领性文件。
On April 16, 1956, the State Council issued the Decision on Strengthening National Archives Work for 24 years. This decision and the “Circular on Uniform Administration of the Work of the Party and Political Archives” signed by the Central Party Committee of the Party Central Committee are all personally presided over by the beloved Premier ZHOU and are the basic documents for the work of archives throughout the country. In the same year, the People’s Daily published this decision and published an editorial in which it said: “It is” a document of great historical significance for improving the work of our state organs and an important measure for preparing the conditions for carrying out scientific research in our country. " For more than two decades, we have implemented this decision and set up a nationwide archival work. We have also engaged in a long-term struggle against the interference and destruction caused by the ultra-leftist line when Lin Biao and the Gang of Four were rampant. Since the Third Plenary Session of the Eleventh Central Committee of the Party, the Central Government and the State Council have repeatedly reiterated this decision. Practice has proved that this document is scientific and correct. It has increasingly shown its significance through history and has shown an indelible radiance. Today, it remains a programmatic document of our efforts to rectify and correct any illegal activities and restore and develop archives.
