人们常讲:观念决定思路,思路决定出路,观念的转变具有根本性意义。建设信息化军队,打赢信息化战争,首先要求领导干部必须树立与之相适应的思想观念和思维模式。然而调查表明,近年来,虽然各级不断强调这一问题,但时至今日,一些领导干部的观念和思维仍未能完全转变过来,致使实际工作中常常出现与信息化要求不合拍、不协调、不适应的现象,影响了部队军事斗争准备的进程和质量。因此,这项工作仍需引起高度重视,尤其要抓紧抓实。必须看到,新的形势和任务,对部队领导干部观念更新的要求是全方位的,但从现实情况看,牢固确立以下几种观念则显得更为必要和紧迫。
