通过探讨包容性增长内涵,在包容性增长视域下构建城市发展规划法方案,并对贵州省洛贯经济开发区的发展规划进行了实证分析。实证结果表明包容性增长发展规划应关注民生、公平与增长,其中公平是城市经济发展的本质要求,增长是核心动力,民生是发展目标。贵州省应重点关注基础设施和产业经济,强调空间的和谐发展,完善保障制度,做好生态环境保护,同时也要坚持公共服务和弱势群体服务,以包容性增长理念指导贵州省洛贯经济开发区的城市规划建设,以实现洛贯地区的城市经济发展,进而促进贵州省经济的可持续发展。
By exploring the connotation of inclusive growth, this paper constructs the plan of urban development planning under the perspective of inclusive growth, and makes an empirical analysis of the development plan of Los Angles Economic Development Zone in Guizhou Province. Empirical results show that inclusive growth planning should focus on people’s livelihood, equity and growth, of which fairness is the essential requirement of urban economic development, growth is the core power and livelihood is the development goal. Guizhou Province should pay close attention to the infrastructure and industrial economy, emphasize the harmonious development of space, improve the security system and do a good job of protecting the ecological environment. At the same time, it should also insist on the public service and the services of the disadvantaged groups and guide the economic development of Los Angeles in Guizhou Province with the concept of inclusive growth Urban planning and construction in order to realize the urban economic development in Los Angles and to promote the sustainable economic development in Guizhou Province.
