摘 要本文阐述了教师教育技术素养所包含的基本要素和各要素之间的结构关系，借鉴了美国国家教育技术标准中“教师教育技术基本标准”，提出了信息化社会教育技术素养应当成为教师资格认定的必备条件。

Abstract The paper expatiates on the basic elements included in teachers’ educational technology accomplishments and the structural relationship between them. Using “The Basic Standards of Teachers’ Educational Technology” in American National Educational Technology Standards (NETS), the paper comes to the conclusion that the educational technology accomplishments in the information society should be regarded as the essential condition of teacher qualification recognition.
