7月6日,《人民日报》05版发表了一篇“人民时评”:《铁路版图升级,改革需要跟进》这篇文章因此引发了不小的争议,关键的敏感点在于:这是要将中国铁路私有化吗?或者说,中国铁路的私有化是否就是“十三五”期间铁路改革的既定目标?
