何谓“报禁”?简言之,就是台湾当局禁止出版新的报纸。五十年代初期,台湾的新闻纸产量不足,需要进口补充。但又缺乏外汇,于是台湾当局对各报社的用纸采取申请核配制度。一九五一年,“行政院”以“节约纸张”为由,发出“训令”,禁止新报社登记。一九五五年,台湾当局制定的“战时新闻用纸节约办法”限制各报篇幅最多不得超过对开一张半。一九五六年,台湾当局还责令报界成立“台湾省新闻供应用纸审议委员会”,审议
What is “banning newspapers”? In short, the Taiwan authorities prohibit the publication of new newspapers. In the early 1950s, Taiwan’s newsprint production was insufficient and needed to be imported. However, due to the lack of foreign exchange, the Taiwan authorities applied for the approval of the newspapers of various newspapers for approval.
