水资源短缺是水资源管理与保护工作中面临的严峻考验,而水资源管理与保护工作的有效性在很大程度上依赖于科学完善的水资源管理体制。本文在对水资源管理体制中存在的问题进行总结和阐述的基础上,对我国水资源管理体制的完善途径进行了研究与探讨。
The shortage of water resources is a severe test in the management and protection of water resources. The effectiveness of water resources management and protection relies to a large extent on the scientific and complete water resources management system. On the basis of summarizing and expatiating on the existing problems in the water resources management system, this paper studies and discusses the perfecting ways of the water resources management system in our country.
