举世瞩目的长江三峡工程于1993年正式开工，工程一开始就按照国际惯例并结合国情，推行了项目招标承包制、项目法人负责制、建设监理制、合同管理制等项制度。位于三峡库区下游4．5公里的西陵大桥是三峡工程重要交通项目，由铁科院工程建设监理部承担全面监理工作，大桥于1994年正式开工，1996年8月通车。监理方在工程建设的全过程中严格实施三控两管，成功地实现了工程优质、工期提前、投资合理的三大目标。
The Yangtze River Three Gorges Project, which attracted worldwide attention, was officially started in 1993. From the very beginning, the project implemented the system of project bidding and contracting, project legal person responsibility, construction supervision and contract management in accordance with international practices and national conditions. The Xiling Bridge, located 4.5 kilometers downstream of the Three Gorges Reservoir Area, is an important transportation project for the Three Gorges Project. It is under the supervision of the Construction Supervision Department of the ASTRI. The bridge was officially started in 1994 and opened to traffic in August 1996. The supervising party strictly implemented the three controls and two controls in the whole process of project construction and succeeded in achieving the three major objectives of project quality, advanced construction period and reasonable investment.
