为提升基层单位HSE管理水平,2015年辽河油田以欢喜岭采油厂、金海采油厂、辽河工程技术处等单位为试点,创新应用了基层管理岗位《HSE履职承诺卡》,“三违”现象明显减少,安全管理效率显著提升。在此基础上,2016年辽河将在采油、作业、集输、热注系统单位全面铺开,进一步增强基层干部职工安全履职意识和责任意识。
