目的探索“一公司一证”模式的入出境航空器卫生监督评分工作,切实加强航空器卫生监督效力。方法对拥有航班数量较多的航空公司,以航空公司可能涉及的航空器全体作为评定对象,以申请航空公司入出境航空器总数为样本总量,采取抽样评定方式,抽样覆盖各类机型,结合不同航线、机身识别号等要素,确定抽样比例,按照评定规范对抽取的样本进行评价。结果上海机场检验检疫局自2000年起试点,该航空器卫生监督评分模式,并不断推广,取得了良好的社会效益。结论 “一公司一证”航空器卫生监督评分模式不仅能有效提升工作效率,增强航空公司自律意识,更能加快通关速度,达到“严格把关、提速增效、服务民航运输”的目的,充分体现了最大限度地防止传染病的传入、传出,同时也尽可能小地干扰国际间交通运输这一《国际卫生条例(2005)》的基本原则。
