为贯彻《中共四川省委办公厅、四川省人民政府办公厅关于实行市(地、州)、县(市、区)党政一把手抓第一生产力目标责任制的通知》(川委办[2000]8号),加大党委、政府抓科学技术力度,切实推动“科教兴市”战略的深入实施,市委、市政府决定在全市实行县(区)党政一把手和市级部门一把手抓第一生产力目标责任制。中共内江市委办公室、内江市人民政府办公室2000年10月31日以内委办[2000]46号文提出以下实施意见:
