宁波市镇海区是我省著名的重化工区,236平方公里的区域内集聚了镇海炼化等100多家国内外石油化工企业。镇海化工产业起步于上世纪70年代,在经历了初创期的快速发展后,区域的环境保护压力也日显突出。如何搞好重化工区的生态建设、环境保护,实现经济增长与环境保护的双赢?2003年6月,镇海区委、区政府提出创建国家级生态示范区的目标,由此拉开了大规模生态建设的序幕。
