１９９７年颁布的《防洪法》，在１９９８年的抗洪抢险斗争中发挥了重要的规范和指导作用，是夺取１９９８年长江抗洪抢险斗争全面胜利的有力保障。《防洪法》作为一部年轻的法律，从长江防洪的实践来看，在某些方面还有待进一步完善，如：急需制定与之相配套的规定；执法力度有待进一步加强；应抓紧长江流域综合利用规划的编制与实施；加强对防洪工程建设质量的监督等。要解决上述问题，必须加紧建立和完善贯彻实施《防洪法》及其相关法律法规的配套规定；加紧建立和完善水利执法队伍，进一步加强水利执法力度；抓紧修订和完善防洪规划，加强实施监督工作；依法防洪，规范行为。
The “Flood Prevention Law” promulgated in 1997 has played an important normative and guiding role in the flood fighting and rescue in 1998 and is a powerful guarantee for winning the all-round victory of the flood fighting and rescue in the Yangtze River in 1998. As a young law, the “Flood Control Law” is still to be further improved in some aspects in terms of the flood control practice in the Yangtze River. For example, there is an urgent need to formulate the relevant provisions; the enforcement of law needs to be further strengthened; and the Yangtze River Basin Comprehensive Make use of planning compilation and implementation; strengthen the supervision of flood control project construction quality. In order to solve the above problems, we must step up the establishment and improvement of supporting provisions for the implementation of the “Flood Prevention Law” and other relevant laws and regulations; intensify the establishment and improvement of water law enforcement teams and further strengthen the enforcement of water conservancy laws; step up revision and improvement of flood control plans and stepping up supervision Flood control according to law, normative behavior.
