笔者认为,过程防腐的含义不仅是反腐制度的制定和落实,还应涵盖选人任人,即选人任人是过程防腐的第一关;制度反腐也不仅注重反腐制度全过程的健全和完善,制度反腐所指制度,尚须扩展至工作制度、文化娱乐条规等;并且过程防腐不是制度反腐的一个环节,而宜将制度反腐视为过程防腐的一项重要措施。
