Chiang Rai, an important province in northern Thailand, is located in the Golden Triangle, adjacent to Laos and Myanmar. It is one of the regions with the highest rates of HIV infection in Asia. In 1988, it reported the first case of HIV-1 infection. By 1991, HIV was among prostitutes in erotic service establishments. The seroprevalence rate has reached 62%. In the same year, the infection rate among young male recruits who had sexual relations with prostitutes reached 81%. In 1992, the HIV-1 infection rate among all 21-year-old male recruits was 17.3%. In order to control the HIV epidemic in Chiang Rai and other regions, the Thai government launched a strong prevention campaign, actively promotes the use of condoms, and used police to prohibit sexual intercourse with infected sex workers or clients. As a complement, the provincial government of Chiang Rai also provides 1.2 million condoms for free every year. Most of the brothels were closed and prostitutes flowed to some non-prostitution sites, such as massage parlours. Although the number of prostitutes continued to remain stable, the measure remained effective because of the nature of prostitution.
