达拉特旗总结过去扶贫工作中的经验和教训,对今后扶贫开发工作提出要集中人力、物力、财力,认真抓好两件事,即抓“两个工程”,推进“两化进程”。“两个工程”是:扶贫移民工程和“千村扶贫开发工程;“两化”是:“城镇化和产业化”。一是以扶贫移民工程促进城镇化进程。今后的扶贫移民开发要按照市政府提出的“能进城不进镇,能进镇不进村”的原则,集中人力、物力、财力,抓好扩镇移民和集镇移民开发,促进该旗城镇化建设的进程,
