社会主义精神文明是社会主义社会的重要特征。党的十四届六中全会在作出这个重要判断的同时明确指出:实现这一目标,必须建立起党委统一领导,党政主要领导亲自抓、各方面分工负责的领导体制和工作机制。我们理解,这种领导体制和工作机制的建立,必将根本扭转“一手比较软”的状况,因为它的构成既明确了要由党委统一领导,也蕴含了政府要牵头落实。所以,抓精神文明建设是政府的重要职能。
Socialist spiritual civilization is an important feature of socialist society. While making this important judgment, the 6th Plenary Session of the 14th Central Committee of the Party explicitly pointed out: To achieve this goal, we must establish a leadership system and a working mechanism that the party committees should take unified leadership and that the principal leaders of the party and government personally grasp and are responsible for the division of labor among all parties. We understand that the establishment of such a leadership system and working mechanism will fundamentally reverse the situation of “one-hand relatively softness” because its composition is clear both by the party committee and by the government. It also implies that the government should take the lead in implementing it. Therefore, grasping the construction of spiritual civilization is an important function of the government.
