切实加强对科技兴新强化实施的领导各级党委、政府要从深入落实科学发展观、加快改革开放和现代化建设的高度出发,切实把科技兴新作为实现我区经济社会又好又快发展、全面建设小康社会的大事来抓,作为实施优势资源转换战略、培育特色优势产业和提高各族群众生活水平的战略举措来落实。各级党政主要领导一定要牢固树立“科学技术是第一生产力”的观念,切实履行“一把手”抓“第一生产力”的职责。
