甘肃兰州客运中心、陇运快客公司的思路和做法,从全国来看不是最新的,甚至不够新颖,但可贵的是多年如一日,持之以恒地严细管理,坚持不懈地狠抓落实,并取得了实实在在的成效。3月21日至22日,国务院安委会副主任、国家安全监管总局局长杨栋梁同志率国务院安委会第一督查组,到甘肃省督查调研安全生产工作。在此期间,杨栋梁一行专程到兰州客运中心、陇运快客公司等企业调研,对这两家企业的安全管理给予充分肯定,要求认真总结经验,树立典型,向全国推广。本期与下期杂志将刊登两家单位的安全生产做法。甘肃兰州客运中心、陇运快客公司分别代表了客运站(场)和道路客运两类企业,涵盖了道路客运班线经营的全过程。兰州客运中心坚持以人为本、安全为天,依据安全法律法规,健全完善规章制度,层层狠抓落实,坚持不懈向管理要安全;陇运快客公司管理、装备、培训并重,严把运营车辆和驾驶员准入关,以应用先进技术装备为突破口,促进安全管理全面升级,发挥“集成”优势,提升安全工作效能。其共同特点,就是不断强化以落实岗位安全生产责任制为核心,以机构设立、人员配备和权责明确为保障的安全基层建设;以法规标准和规范制度建设为抓手,以源头预防、过程控制、应急管理为主要内容的安全基础建设;以树立安全发展意识和培养安全业务能力为核心,以提高安全执行力为目标的安全基本素质建设。
