From 1996 to 1999, the provincial capital television station underwent an extraordinary development as a city-level television station. In reality, the situation in urban areas is still not optimistic. Because each province has provincial-level TV stations, the overall strength of provincial-level TV stations in one province is certainly stronger than the provincial capital. Moreover, every provincial-level station has an upper-level channel that can cover the entire country. Only from the aspect of coverage, it can outperform the urban one. In this way, the provincial capital television stations, compared with the central stations and provincial stations, are at a disadvantage, whether they are manpower, capital or technology. At the same time, however, this characteristic of being in a central city dictates that the provincial capitals serve primarily the cities in which they operate. The most important feature is that the provincial capital Taiwan is seeking development at the “encirclement” of provincial-level stations, and both are competing for the common market in cities.
