1993年8月27日,位于青海省共和县境内的沟后水库发生了灾难性的大坝失事事故,造成人员、财产的重大损失,曾引起国内外有关人士的高度关注。在党中央、国务院的关怀下,事故很快得到处理,事故的原因也有科学的结论。事故后,新闻媒介广为传播,一些科技期刊也从设计、施工、运行等方面进行分析报道。龙成海同志撰写的本文,从设计概算、政府行为、标底确定、招标策略、评标定标等方面进行了分析;最后总结了7点体会,是一篇总结经验教训的好文章。在社会主义市场经济条件下,特别在当前水利水电工程的招标市场小于投标市场,竞争十分激烈的情况下,勘测设计、业主单位、投标承包者都要以科学的态度,按照国家己出台的方针政策和技术经济标准,规范自己的行为。那种简化设计、任意砍压概算的做法是不可取的;一味追求低价定标也是危险的;那种“先上马,后加鞭”的投标策略将要承受极大的风险。沟后水库大坝失事过去已有2年,今天读一读龙成海同志的文章是很有启迪的。
On August 27, 1993, a catastrophic dam accident in Gouhou Reservoir located in Gonghe County, Qinghai Province resulted in heavy losses of personnel and property. It has aroused great concern from people concerned at home and abroad. Under the care of the Party Central Committee and the State Council, the accident was quickly dealt with and the reason for the accident was also scientifically concluded. After the accident, the media spread widely, and some scientific journals also analyzed and reported from the aspects of design, construction and operation. This article, written by Comrade Long Chenghai, is analyzed from the aspects of design estimate, government behavior, bidding determination, bidding strategy and bid evaluation.
