据统计,我国每年取得的国家级重大科研成果达3万多项,但每年受理的具有较高技术水平的发明专利申请仅有1万多件,而这1万多件专利申请还并不都是来自于这3万多项重大科技成果。就算这1万多件专利申请全部是国家级重大科研成果,我国每年仍有2万多项国家级重大科研成果没有取得专利保护,由此造成的经济损失无法估量。
