生态文明体制改革事关国家生态安全和可持续发展全局。要实现党的十八大提出的“建设美丽中国”的目标,就必须有与之相适应的生态治理模式,但是在生态环境日益恶化的今天,现有的由政府包揽所有生态环境管理事务的单中心生态治理模式已经无法满足生态文明建设的需要。因而,有必要将多中心治理理论引入到生态文明建设的实践中,构建一个由政府、市场和社会等多元主体组成的多中心生态治理模式,为建设美丽中国提供坚实的体制保障。
