中国经济安全是目前世界各国普遍关注的一个重大问题,也是理论界讨论的热点。本文对国内理论界近期的讨论情况作一概述。一、国家经济安全的基本涵义由于各人认识角度、关注侧重点的差异,大家的理解并不一致。相当一部分研究者立足于经济全球化、一体化这一背景来理解。他们认为,国家经济安全与对外开放密切相关,中国的经济安全问题是指由于世界经济特别是发达国家经济对中国经济的渗透而产生的安全问题;经济安全是指国家的经济发展、经济利益不受外国和国际威胁的一种状态;经济安全问题的实质,就是利用各种有效手段,保障国家的经济稳定和繁荣,维护国家经济主权和发展大局,在国际竞争中争取有利地位和营造良好的外部环境。
