受科技部委托,清华大学21世纪发展研究院等单位开展了我国公益性科研机构改革问题的研究。他们选择农业、林业、环保、卫生、文化艺术五个行业为主要研究对象。主要研究分析研究机构的改革问题。对我国几十个公益性科研机构进行了调查。了解我国公益性科研机构的现状和问题,听取他们对改革的意见和看法。他们还查阅了大量国内外文献。分析研究了国外公益性研究机构的组织和管理运行情况,及其对我国公益性研究机构改革的启示。——编者
