一年前的6月,国务院研究中心与世界卫生组织“中国医疗体制改革”合作课题组的研究报告公布,我国过去20年的“医改基本不成功”。一时间舆论哗然,医疗卫生行业的痼疾与老百姓的就医困苦成了全民的热门话题!不少人甚至大声地宣称,中国的医改已经彻底失败。反思医改,激情固然必不可少,但我们更需要冷静与理性。医改基本不成功是不是就等于医改彻底失败。医改的问题是不是罪在医疗市场化,强化政府责任等不等于政府必须包办医疗……这些问题不搞清楚势必会贻误下一步的真正改革。
A year ago in June, the research report of the Research Group of the State Council Research Center and the World Health Organization’s “China’s Medical System Reform” announced that China’s “medical reform has been largely unsuccessful” for the past 20 years. For a time, the public health crisis and common people’s medical difficulties have become a hot topic for the people. Many people even declare loudly that China’s medical reform has completely failed. Reflecting on medical reform, passion is indispensable, but we need more calmness and reason. Whether the medical reform is basically unsuccessful does not mean that the medical reform has failed completely. The question of medical reform is whether or not crimes are marketed in the medical industry. Strengthening government responsibilities does not mean that the government must arrange for medical care. These issues are not clear and will inevitably delay the real reform in the next step.
