公务员培训质量评估主体的构成是整个评估体系的重要组成部分,主体的确认影响到评估结果的客观性、有效性、培训质量的改进以及培训目标的实现,由于历史及现实等诸多方面的原因,我国公务员培训质量评估主体还存在着主体组成单一、功能缺位、缺乏客观性等问题。因此,需要构建包括人事部门公务员培训处、培训机构、培训客体所在单位、受训人员及专家在内的多元评估主体,充分发挥各个主体的优势,多角度、全方位的对公务员培训质量进行评估,以确保培训效果。
