单位工程质量等级的评定,主要由三个条件组成:(1)分部工程质量;(2)质量保证资料;(3)观感质量评定。单位工程的质量是合格还是优良,从某种意义上讲取决于观感质量的等级。实践证明,观感质量的验评难度较大,虽然在标准中已有定量和定性的规定,但在实际观感验评中,往往出现过高或过低的现象。同一个工程,经不同人验评,得分率址低的是65％,最高的是86％,差距比较大。问题不在于标准的内容,而在于参加观感验评的人对标准内容的理解程度,以及本身的工作经验和地区的平均质量水平。1990年建设邮举办了建筑安装工程质量检验评定标准研讨班,其目的是在
The evaluation of the unit engineering quality grade mainly consists of three conditions: (1) the quality of the division project; (2) the quality assurance data; (3) the perception quality evaluation. Whether the quality of a unit project is qualified or excellent depends, in a sense, on the level of perceived quality. Practice has proved that it is difficult to assess the perception quality. Although there are quantitative and qualitative provisions in the standard, in actual perception perception, there are often too high or too low.
