為了貫徹國家在過渡時期的總路線、總任務教育和結合佈置粮食收購工作,中共松江縣委於十一月十一日至二十四日間召開了區鄉幹部擴大會议,到會幹部一千二百餘人。會議創造了比較系統的向鄉村幹部進行總路線、總任務教育的經驗。會議開始,中共中央華東局第三書記譚震林同志到會,作了關於黨在過渡時期總路線、總任務的報告,對幹部鼓舞很大。會議期間,中共江蘇省委第二書記江渭清同志又針對幹部在討論中產生的顧慮和問題,從思想、政策和工作作風等各方面作了明確的指示。這次會議收穫很大,到會幹部普遍反映明確了革命方向,提高了社會主義的覺悟和工作的積極性,初步劃清了社會主義和资本主義的思想界線,認識到國家工業化和工農聯盟的重要意義,懂得了對農業實行社會主義改造的基本做法,紛紛表示带頭出賣餘粮,保證國家購粮任務的完成。會議在貫徹總路線教育,結合佈置粮食收購工作方面,大體上是分爲以下三個步驟進行的:
