目前,由于某些重要的环境统计数字不清、不全,给制订和检查政府环境保护任期目标等宏观决策带来许多困难。为此,必须从以下几方面大力加强环境统计工作。1．充实统计力量。环境统计起步较晚,基础薄弱,专职环境统计人员极少,巨大多数人员素质较差,不能适应环境统计工作发展的要求。为迅速改变这种状况,省、地(市)环境保护部门内应设统计机构,配备与任务相适应的统计人员,县(市)环境保护部门也应配备专职统计人员。
At present, some important environmental statistics are unclear and incomplete, posing many difficulties for making and examining macroeconomic policy decisions such as the government’s tenure of environmental protection. To this end, we must vigorously strengthen environmental statistics in the following aspects. 1. Enrich statistical power. Environmental statistics started late, the foundation is weak, very few full-time environment statisticians, the vast majority of poor quality personnel, can not meet the requirements of the development of environmental statistics. In order to rapidly change this situation, a statistical agency shall be set up in the environmental protection department of the province, prefecture (city) and equipped with statisticians appropriate to the task, and the county (city) environmental protection department shall also be equipped with full-time statisticians.
