目前汛期已到,本省部分地区暴雨频繁,水涝灾害不断发生,造成人民生命财产的严重损失。7月12日一次暴雨,据初步统计:西安市场房592间,死2人,伤5人;长安县皇甫村土崖坍塌,16户房屋全被塌毁,死48人,伤16人;鄠县、柞水等地先后也有不同程度的灾害损失。今年气候变化异常剧烈,汛情时有发生的可能,各地必须严重警惕,深刻记取这些惨痛教训,立即加强领导,采取以下措施做好防汛抢险工作。
