中共中央国务院《关于深化教育改革全面推进素质教育的决定》明确提出,要“以培养学生创新精神和实践能力为重点”实施素质教育,迅速引发了整个教育领域对创新教育的研究和实验热潮。毫无疑问,思想品德课作为中小学素质教育的一个重要组成部分,必须在教学实践中,适应形势的发展,着眼于培养学生的创新能力。
