今年是“十三五”规划的第一年,供给侧结构性改革在近期政治经济稳定发展中频频被提及。本文通过分析劳动力资源供需现状,探讨劳动力资源如何优化配置,最终目的是探寻供给侧结构性改革下劳动力资源优化配置的改革建议。本文主要论述了在供给侧结构性改革下劳动力优化配置的主要措施,从人口结构、户籍制度、第三产业占比、劳动力素质四个方面分析我国劳动力的发展现状,并提出改革措施。要逐步放开计划生育政策,稳步推进户籍制度改革,城镇和农村不再有明显的界限,推动城镇化的步伐,缓解现阶段房地产资源过剩,调整产业结构,促进第三产业的发展,并培养与产业结构相适应的各方面劳动力人才。最终实现劳动力的优化配置,发挥劳动力的巨大潜力,带动经济增长。
This year marks the first year of the “13th Five-Year Plan,” and supply-side structural reforms have been frequently mentioned in the recent political and economic stability. In this paper, by analyzing the current situation of supply and demand of labor resources and discussing how to optimize the allocation of labor resources, the ultimate goal is to find the reform proposals for the optimal allocation of labor resources under the supply-side structural reform. This article mainly discusses the main measures of labor force optimal allocation under supply-side structural reform, analyzes the current situation of China’s labor force from four aspects of population structure, household registration system, the proportion of the tertiary industry and the quality of the labor force, and puts forward the reform measures. It is necessary to gradually liberalize the family planning policy and steadily push forward the reform of the household registration system. There is no longer any obvious boundary between urban and rural areas so as to promote the pace of urbanization, ease the excess of real estate resources, adjust the industrial structure and promote the development of the tertiary industry and cultivate them In line with the industrial structure of all aspects of labor talent. Ultimately realize the optimal allocation of labor force, exert the great potential of the labor force, promote economic growth.
