在现代高科技迅猛发展的推动下,一场新的军事革命在世纪晋千即将来临之际悄然兴起,面对这场挑战,军委提出我军质量建设要实行“两个根本转变”,它对军队管理提出了更高的要求。但是我军管理中,还存在许多不正规、不科学的现象,不适应两个转变的需要,努力提高正规化管理水平,已成为新形势下我军质量建设的迫切要求。什么是正规化管理,它对我军质量建设有何作用,提高正规化管理水平要抓好哪些环节,参加在上海召开的’96军队正规化管理学术研究会130多位同志,以江主席五句话为总要求,依据军委《决定》精神,积极进行了探讨。 一、提高正规化管理水平是我军质量建设的迫切需要
