改善民生已经成为党和政府的一项基本任务和职责。需要看到的是,在改善民生的实际过程中,人们对于民生内容的理解有时会出现过于泛化的情形,并基于这样一种过于泛化的理解去从事改善民生的事情,不但没有使民生得到应有的改善,而且还会造成较大的负面影响,直接妨碍着民生的改善。一个明显的事实是,为了有效推动民生事业的健康发展,有必要严格界定民生的基本内容。
