收入分配制度的演变体现科学发展观“以人为本”的理念,初次分配中劳动者的作用得到重视,劳动者在分配中的地位大大提高,不同个体的结果公平也在二次分配中得到加强。我国收入分配制度变迁同样出现了有利于劳动者的积极变化,劳动者收入低水平的“平均主义”被打破,收入形式的多样化得到提高。但劳动者收入在国民收入中的较低比重、收入差距过大和“重资轻劳”等不符合科学发展的现象,需要在政府管理、法律政策、工会力量、国际接轨方面加以完善和增强,从而使得劳动者收入增长、结构等更加符合科学发展观。
