(壹)中央人民政府委员会已于三月一日公布了「中华人民共和国全国人民代表大会及地方各级人民代表大会选举法」。按照中央人民政府委员会的决议,应在今年内「召开由人民用普选方法产生的乡、县、省(市)各级人民代表大会,并在此基础上接着召开全国人民代表大会。」据此,各级人民政府及各级选举委员会应即开始进行选举工作。乡、镇市辖区和不设区的市人民代表大会的选举工作,是全国及地方各级人民代表大会选举工作的基础。因此,县、市以上各级人民政府和各级选举委员会必须把指导基层单位的选举,作为全部选举工作的重点。
(I) The Central People’s Government Commission announced the “Election Law of the National People’s Congress of the People’s Republic of China and the Local People’s Congresses at Various Levels on March 1”. According to the resolution of the Central People’s Government Committee, “People’s Congresses at all levels of townships, counties, provinces (municipalities) and people’s congresses at ordinary people’s levels generated by the people by universal suffrage will be held within this year, and on this basis, the NPC shall be convened.” People’s governments at all levels and electoral commissions at all levels should immediately begin their election work. The election of people’s congresses of townships, towns and municipal districts and non-district-level municipalities is the basis for the election of people’s congresses of all levels at the national and local levels. Therefore, the people’s governments at all levels at or above the city level and the electoral commissions at all levels must take the guidance of grassroots units as the focus of all election work.
