近年来,中央高度重视政府绩效管理工作,特别是2011年以来,国务院建立了政府绩效管理工作部际联席会议制度,并在全国范围内开展政府绩效管理的试点工作。伴随着十八大报告提出“创新行政管理方式,提高政府公信力和执行力,推进政府绩效管理”新要求,地方政府绩效管理进入了全面发展的新阶段。其中,天津市最近连续出台的4项绩效考评工作实施方案和办法备受瞩目。
In recent years, the Central Government has attached great importance to the work of government performance management. Since 2011, in particular, the State Council has established an inter-ministerial joint meeting system for government performance management and piloted government performance management across the country. Along with the 18th National Congress of the Communist Party of China (CPC), the report put forward the new requirement of “innovating the mode of administration, improving the government’s credibility and execution, and promoting the government’s performance management.” The performance management of local governments has entered a new stage of all-round development. Among them, Tianjin recently issued four consecutive performance appraisal work to implement programs and methods of much attention.
