蔚县朱家湾乡朱家湾小流域,共22个自然村,1076户,3363人,1342个劳动力。总面积70.3km~2,其中水土流失面积52.9km~2。在1766.7hm~2耕地中,除59hm~2沟弯地外,全部是坡耕地。治理前,水土流失严重,年均土壤侵蚀模数达10000t/km~2左右,土壤贫瘠,干旱多灾,产量低而不稳,1982年人均收入仅69元。长期贫困,迫使农民外流他乡谋生,仅1973～1982年10年间,全乡外流人口达1007人,占现有人口的三分之一,该乡红崖湾村,从1957年到1982年人口由原来的170人减少到49人。
