产权是规定人们相互行为关系的一种规则,既是一种权利又是一种社会关系,并且是社会的基础性规则完善的产权交易市场是资本顺畅流动的基础。我国的国有企业改革取得了比较大的成就,但是存在的问题仍然比较多,寻根究底,国企改革的核心问题仍然是产权的清晰界定问题。
Property rights are rules that stipulate the mutual behavior of people. They are both a kind of right and a kind of social relations, and they are the basic rules of society. The perfect property rights exchange market is the basis for the smooth flow of capital. The reform of state-owned enterprises in our country has made great achievements. However, there are still many problems that exist. In the final analysis, the core issue of the reform of state-owned enterprises remains the clear definition of property rights.
