各市、县(市、区)人民政府,省政府直属各单位:省九届人大一次会议通过的《政府工作报告》,规划了全省“九五”期间加快交通基础设施建设的宏伟蓝图,提出建设1000公里高等级公路、形成省会至市(地)之间“四小时公路交通圈”的奋斗目标。在各级党委、政府的高度重视和全社会的广泛参与下,经过全省交通系统广大干部职工奋力拼搏,全省已建成高速公路1307公里,超额完成了本届政府提出的建设目标。高速公路建设的快速发展,缓解了全省交通的紧张状况,改善了投资环境,有力地促进了经济和社会的快速发展。在高速公路建设过程中,各地涌现了一大批开拓进取、无私奉献的先进集体和个人。为了弘扬先进,树立典型,进一步激发全省交通系统广大干部职工的工作热情,推动全省交通基础设施建设和其他各项工作更快发展,省政府决定授予杭州市交通局等15个单位“浙江省高速公路建设先进集体”、夏林章等148名同志“浙江省高速公路建设先进个人”荣誉
