国家经贸委投资与规划司司长甘智和在全国技改工作会议上强调:今年技术改造投资应把握以下几个原则:1.坚持市场导向原则,把握投向,坚决防止重复建设;2.坚持技术进步原则,促进结构调整和产业升级;3.坚持确保续建、适度新开的原则,集中力量,抓好项目实施工作;4.坚持择优扶强原则,突出重点,点面结合;5.坚持“三改一加强”原则,用新机制、新办法保证投资的高效益。
Gan Zhihe, director of the Investment and Planning Department of the State Economic and Trade Commission, stressed at the national technical reform conference: This year, technological transformation investment should grasp the following principles: 1.
