2004年是青海各族人民团结奋斗,改革开放和经济建设取得新的重大进展的一年。我们认真实施宏观调控,统筹兼顾协调发展,千方百计缓解瓶颈制约,圆满完成了预期目标,实现了“三个保持和发展”。工业速度和效益、农牧民人均现金收入、对外贸易均创历史新高,增幅有望超过全国平均水平,多年困扰青海发展的三大薄弱环节今年取得了突破。全年GDP预计达到455亿元,比上年增长12%。经济运行质量提高,财政收入和城乡居民收入高于年初预定目标,预计分别增长15%、6.7%和8%以上。物价虽然有些上涨,但在宏观调控政策作用下,呈现涨中趋稳的态势,全省居民消费价格可以控制在比上年上涨4%的合理变动区间内。经济发展与扩大就业呈现良性互动,劳动就业扭转了多年来城镇单位从业人员下降局面。今年我们在全面建设小康社会的征程上迈
2004 is a year when the people of all nationalities in Qinghai made concerted efforts and achieved major new progress in their reform and opening up and economic construction. We conscientiously implemented macroeconomic regulation and control, made overall plans for coordinated development, tried every possible means to ease the bottleneck constraints, satisfactorily completed our expected goals and achieved “three maintenance and development.” The speed and efficiency of industry, per capita cash income of farmers and herdsmen, and foreign trade all hit record highs, with the rate of increase expected to exceed the national average. A breakthrough was made this year in the three weaknesses that plagued Qinghai’s development over the years. The annual GDP is expected to reach 45.5 billion yuan, an increase of 12% over the previous year. The quality of economic operation will be improved. The revenue and the income of urban and rural residents will be higher than the target set at the beginning of the year, and are expected to increase by 15%, 6.7% and 8% respectively. Although the prices rose somewhat, they showed a trend of steady rise under the macro-economic control policies. The consumer prices of the entire province could be controlled within a reasonable range of 4% increase over the previous year. Economic development and expanding employment show a benign interaction, and employment has reversed the declining employment situation of urban units over the years.
