强化财政监督,既是保证国家各项财税政策落实的重要举措,也是有效预防违法违纪行为和腐败现象发生,推进反腐倡廉建设的重要途径。2009年,财政部驻海南省财政监察专员办事处(以下简称海南专员办)深入贯彻落实科学发展观,按照财政部反腐倡廉建设的总体部署,把监督检查与完善惩治预防腐败体系统一起来,不断增强监督检查工作的前瞻性、系统性和科学性,在保障中央重大决策的贯彻落实、推进财政改革和专项治理、反腐倡廉建设等方面取得了明显实效。
Strengthening financial supervision is not only an important measure to ensure that all fiscal and taxation policies in the country are implemented, but also an effective way to prevent violations of law and discipline and corruption and promote the building of an anti-corruption campaign. In 2009, the Ministry of Finance in Hainan Province, the Office of the Financial Ombudsman (hereinafter referred to as the Hainan Office of the Commissioner), thoroughly implemented the scientific concept of development and, in accordance with the general plan of the Ministry of Finance in combating corruption and building a clean government, integrated supervision and inspection with improvement and punishment of corruption prevention systems, The proactive, systematic and scientific supervision and inspection work has been continuously strengthened. Significant results have been achieved in safeguarding the implementation of major central policy decisions, advancing fiscal reform and special governance, and fighting corruption and building a clean government.
