林业既是一项社会公益事业,又是一项基础产业,是农牧业和水利的生态屏障,担负着经济发展和生态环境建设的双重任务.几年来以“绿起来、活起来、富起来”为目标的林业建设得到了较快的发展,为国有林场、农村经济建设和林农脱贫致富起到了应有的作用.今后一个时期,尤其“九五”期间,旗县一级如何提高林业的经济效益,如何全面贯彻“稳粮增收奔小康,治坡治窝两手抓”的林业发展战略思想,是需要认真研究探讨的问题.
